
Developer of the legislation of the Republic of Belarus in the field of digital economy (Decree No. 8 “On the Development of the Digital Economy”). Acted as an advisor to the High Technologies Park and a pool of IT companies on the establishment of an international technology cluster HTP 2.0 in Belarus. Developed the legal concept of a smart contract, which, following the adoption of Decree No. 8, became the world’s first case of legal implementation of smart contracts at the state level.
Invited expert of the Eurasian Economic Commission on the development of draft recommendations “On the principles of formation of a harmonized regulatory environment in the field of use of digital assets, digital signs (tokens), and cryptocurrencies in the EAEU” and of the draft unified glossary of the EAEU in the field of cryptocurrencies and blockchain.
Legal lead of the reform on the development of the digital economy of Ukraine and the establishment of the international technology hub Diia City in Ukraine. On July 15, 2021, the Verkhovna Rada adopted the law on stimulating the development of the digital economy in Ukraine.
Acted as a local consultant to the World Bank on the project “Belarus: Supporting the Development of the Securities Market Following the Financial Sector Assessment”. Within the framework of the project, an international working group prepared draft Laws of the Republic of Belarus “On the Securities Market”, “On Collective Investment Funds”, and “On Securitization”.

Denis acted as an advisory group leader (World Bank side) within the World Bank project named “Belarus: Assistance in the Development of the Securities Market after the Financial Sector Assessment”. The project was aimed at the harmonization of the national legislation of the Republic of Belarus with EU Directives and IOSCO standards. Within the scope of the project, Denis Aleinikov and other firm specialists, in cooperation with the World Bank, developed the draft Law on Collective Investment Funds, the Law on the Securities Market, and the Law on Securitization.
Assistance in an M&A transaction on the acquisition of AIMATTER, a Belarus Hi-Tech Park resident, by Google. This represents the first M&A deal in the history of the Belarusian IT industry conducted in its jurisdiction by a world’s top technology giant.
Overall counseling of Austrian Kapsch TrafficCom on building an Electronic Toll Collection System in the Republic of Belarus (BelToll). The investment project was implemented successfully under the terms of the Investment Agreement with the Republic of Belarus, whereas the announced investment amount came to EUR 267 million. The project was the first classic example of a public-private partnership in Belarus, executed based on a build-transfer-operate scheme.
Advising China CAMC Engineering Co., a member of Sinomach Group, China’s largest state-owned corporation under the management of the Chinese Government, on the foundation of a Chinese-Belarusian joint company for the development of the Industrial Park "Great Stone". The Industrial Park is the most ambitious international investment project being implemented in the Republic of Belarus (the estimated gross construction area is about 80 square kilometers). The three-tier system of administration in the Park is headed by the Intergovernmental Coordination Panel of Belarus and China.
Assistance in the pilot privatization project in regard to OJSC “Minsk Margarine Plant” and the confectionery factory OJSC “Konfa”. The implementation of the project was carried out by the Ministry of Economy of the Republic of Belarus and the National Agency for Investment and Privatization, supported by the World Bank. The consortium, comprised of Aleinikov & Partners and the international group of companies Ernst & Young, was appointed as a Consultant for the implementation of the project.
