Education: graduated with honors from the Academy of Public Administration under the aegis of the President of the Republic of Belarus, faculty of law (2000).Developer of the legislation of the Republic of Belarus for development of digital economy (Decree of the President of the Republic of Belarus of 21.12.2017 No.8 "On Development of Digital Economy"). Acted as an adviser to the Belarus Hi-Tech Park and a pool if IT companies in respect of organizing a technology cluster, known as HTP 2.0, in Belarus. Developed a legal concept for smart contracts which after its introduction into Decree "On Development of Digital Economy" was the first time in the world when smart contracts were implemented into the legal field.
Adviser to the Eurasian Economic Commission on development of the draft Recommendation “On the principles of creating a harmonized regulatory environment in regard to usage of digital assets, digital tokens (tokens), cryptocurrencies in the EAEU” and development of the draft Joint Blockchain&Cryptocurrency Glossary for EAEU member states.
Legal lead of the reform for development of digital economy in Ukraine and creation of the global technology hub Diia City in Ukraine. As a result on July 15, 2021 a bill stimulating the devlopment of the digital economy and creation of the global technology hub Diia City was adopted by the Verkhovna Rada of Ukraine.
Acted as advisory group leader (World Bank side) within the World Bank project named “Belarus: assistance in development of the securities market after the financial sector has been assessed”. As a result the international project team developed the draft Law on Collective Investment Funds, Law on Securities Market, Law on Securitization.
Advised IT Park of Uzbekistan on the development of the IT sector in Uzbekistan.
Advised the Bank of Development of the Republic of Belarus in connection with laying legal foundation to conduct venture capital financing.

Denis acted as advisory group leader (World Bank side) within the World Bank project named “Belarus: assistance in development of the securities market after the financial sector has been assessed”. Assistance in M&A transaction on the acquisition of AIMATTER, a Belarus Hi-Tech Park resident, by Google. This represents the first M&A deal in the history of the Belarusian IT industry, conducted in its jurisdiction by world’s top technology giant;
Overall counseling of Austrian Kapsch TrafficCom on building Electronic Toll Collection System in the Republic of Belarus (BelToll). The investment project was implemented successfully on the terms of the Investment agreement with the Republic of Belarus, whereas the announced investment amount came to 267 mln. euro. The project was the first in Belarus classic example of the public-private partnership, which was executed based on build-transfer-operate scheme;
Advising China CAMC Engineering Co, a member of Sinomach Group, China's largest state-owned corporation under the management of the Chinese Government, on the foundation of Chinese-Belarusian joint company on the development of Industrial Park "Great Stone”. The Industrial Park is the most ambitious international investment project being implemented in the Republic of Belarus (estimated gross construction area is about 80 square kilometers). The three-tier system of administration in the Park is helmed by the Intergovernmental Coordination Panel of Belarus and China;
Assistance in the pilot privatization project in regard to OJSC “Minsk margarine plant” and confectionary factory OJSC “Konfa”. Implementation of the project was executed by the Ministry of Economy of the Republic of Belarus and the National Agency on Investment and Privatization supported by the World Bank. The consortium compraised of Aleinikov & Partners and international group of companies Ernst & Young was appointed a Consultant on the implementation of the project;
Advising Falcon Investment Fund of Qatar Armed Forces in regard to a range of issues concerning construction of 5-star Minsk Marriott Hotel and sports and leisure center Falcon Club;
Advising of Microsoft, McDonald's, British-American Tobacco, HARIBO and other transnational corporations on a wide range of issues connected with the activity on the territory of the Republic of Belarus.
Representing interests of Blitz Team, a gamedev studio founded by former Wargaming employees, in connection with a number of legal actions taken by Wargaming;
Representing interests of UAPROM (Ukraine), owner of Deal.by platform, in a dispute against competing Belarusian organization;
Representing interests of Turkish KOCA Construction Industry and Export Incorporation in regard to recognition and enforcement in the Republic of Belarus of the arbitral award of the Arbitration Institute of the Stockholm Chamber of Commerce on the amount of more than $9 mln.;
Representing interests of HARIBO (as a defendant) in a major pecuniary dispute with a Belarusian organization;
Representing interests of an Arabic investor - a building owner of a multifunctional complex in the city of Minsk within the settlement of a dispute with a principal contractor on the issues of payment of the construction and installation works omitted by the contract at the amount of $14 mln.;
Representing interests ofLithuanian corporation ICOR on recognition and enforcement in the Republic of Belarus of arbitral award of the Arbitration Institute of the Stockholm Chamber of Commerce to the amount of more than $1 mln.;
Representing interests of one of the largest Belarusian insurance organizations (as a defendant) in the range of disputes with foreign organizations on reinsurance agreements at the amount of more than $15 mln.;
Representing interests of a Belarusian principal contractor (as a defendant) in the claim aimed at canceling contracting auctions in construction and the subsequent agreements at the amount of more than $30 mln.;
Representing interests of a Belarusian construction organization (as a defendant) in the claim aimed at canceling principal contractor agreement at the amount of more than $9 mln.;
Representing interests of Belintertrans in a complex of corporate disputes with Lithuanian Alvora and Vinges Terminalas on the issues of business separation and separation of immovable property of a transport and logistics hub in the city of Rakov.
